David Gill/Steven Halberg Limited was retained to assist and guide the Westmont Park District's planning for the Twin Lakes Golf Course. The master plan would provide the direction and priorities for the golf course into the next millennium.

The process was initiated by using Gill/Halberg's Golf SWOT technique, planning through analysis. On two occasions representatives of the Westmont Park District, the Village of Westmont, the Twin Lakes Golf Course, and David Gill/Steven Halberg Limited played the golf course. After each round of golf Gill/Halberg Limited acted as facilitator for a "focus group" to identify the groups preferences relating to what they felt needed to be both protected and improved on the golf course.

Jump to Larger View of Concept Plan No. 2Armed with the information gathered in the focus groups David Gill/Steven Halberg Limited prepared a "GolfSWOT" Analysis for each hole, identifying the Strengths, Weaknesses, Opportunities and Threats posed on each hole. The GolfSWOT served as the foundation for the development of several different Conceptual Plans, each plan building on the strengths identified, developing the opportunities, and addressing the weaknesses and threats.

The Westmont Park District Board of Commissioners approved the Master Development Plan in the early summer of 1999 beginning implementation of the recommendations.

The first phase of the implementation strategy was to construct new forward tees on the 7th hole, converting the long difficult par-4 into a more manageable par-3. This step freed up space for the relocation of the 6th green which is currently under construction. Once the new 6th green is placed in service the existing 6th green will be demolished, making room for an expanded and modernize maintenance facility.

The complete master plan is to be implemented over the next 7-10 years and will depend on the funds available from golf course operations.
